Theres no set way to get a Metal Coat. For the most part, its down to luck. On the seventh consecutive day of spinning PokéStops, youll be awarded at least one of either Metal Coat, Kings Rock, Dragon Scale or Up-Grade.
Niantic seemed to have wanted to capture the same mechanics as the ones in Gold/Silver/Crystal, but Im glad they consolidated them for future generations. Unfortunately, youll still need the Metal Coat specifically for Scyther and Onyx.
Metal Coats can also be obtained in Research Breakthroughs and by completing Special Research Tasks when it is offered as a reward.
You can also pull Metal Coats from friend Gifts, but its still entirely random and still extremely rare. It doesnt hurt to collaborate with some friends to get a Gift train running.
Unfortunately, the Metal Coat is consumed when you evolve your Pokémon, so be sure to choose the Scyther or Onyx you want to evolve wisely.

- The metal coat transforms Onix into Steelix or Scyther into Scizor.
- The kings rock transforms Slowpoke into Slowking or Poliwhirl into Politoed.
- The dragons scale transforms Seadra into Kingdra.
- The sun stone transforms Gloom into Bellossom or Sunkern into Sunflora.
- The upgrade transforms Porygon into Porygon2.
Note that in many of these instances the items are used for branching evolution: youll still be able to evolve Slowpoke into Slowbro using plain old candy, but youll need the kings rock as well as the candy to get yourself a Slowking. This will slow down some people that had been stockpiling candy for the purpose of filling out their Pokédex as quickly as possible: Ive got plenty of Onix candy but still no metal coat to snag my Steelix.
