In the core games, every single Pokémon has a shiny variant, but in Pokémon Go, Shiny Pokémon are unlocked during Community Day, other events, or with updates.

If a Shiny isn’t unlocked, it doesn’t matter how many of that Pokémon you catch, you’ll never find a Shiny Pokémon. On the other hand, once unlocked Shiny Pokémon are far more common in Pokémon Go than they are in the core games, especially during events. Shiny checking takes time, but once you know which species can be Shiny, it is a lot easier.

Note: One other important thing to consider when Shiny Hunting, generally you cannot catch an evolved Shiny Pokémon. For example, if you tap on an Ivysaur on the map, it cannot be Shiny, even though Shiny Bulbasaur can be caught. The shiny variations of Pokémon in Pokémon Go are incredibly difficult to come by. Its a little bit easier if youre hunting down the ones you find at raids, so long as youre willing to waste a raid ticket on the event. If you truly want some of the rarest shiny Pokémon, youll be hunting after the shadow shiny Pokémon. A shadow legendary Pokémon is rare, and only comes from Giovanni, but a shiny shadow is even rarer.

Theres only one method to acquire a shiny shadow Pokémon. You can do this by battling one of the three Team Rocket leaders, and no, Giovanni is not included in this. You have to battle against Arlo, Sierra, and Cliff. These three will rotate out their first Pokémon every few months, and that new Pokémon will the new potential shiny Pokémon that you can capture. You wont know its a shiny Pokémon during the battle, so you have to battle them, win, and then try your luck at seeing if a shiny will arrive when you attempt to save it.
