They arent actually listed as appearing more often in the wild, though dont be surprised if you see some spawn. However, there are definitive ways to catch Plusle and Minun while the Hoenn Collection Challenge is available.
Field Research tasks are the real method for how to catch Plusle and Minun for the Hoenn Collection Challenge event. Specifically youll be looking for the Catch 11 Pokémon Field Research Task, which can be gained from any Poké Stop, though it will be random. Once you get it into your Research window just complete it and redeem to encounter either Plusle or Minun.
Sadly, this seems to be the only real way to guarantee you catch either Plusle or Minun during the Hoenn Celebration Event, so the extra randomness is a bit annoying. Youll need to find a Poké Stop that gives you the Catch 11 Pokémon task, complete it, then redeem and hope you get the one you still need.

The best way to increase your chances is to throw away the current Field Research task you have and continue to spin PokeStops until the “Capture 11 Pokemon” task appears. Continue to throw away these tasks until it appears. Once the player has completed it, players will have a 50% chance of running into Plusle. This is also the exact method of finding Minum, Plusle’s counterpart Pokemon.
This is possibly one of the most difficult Pokemon to capture for this event. Just go on a walk and continue to head towards PokeStops to find it. Make sure to complete this challenge before this Sunday to unlock that special medal.

How Do You Get Bagon In Hoenn
The most obvious one is to encounter it in the Wild, although you might be searching for a while before one pops up. Using Incense could help here. A better method is to tackle one-star Raid Battles, as Bagon is currently appearing in them. Youll need to keep an eye on nearby Gyms to see if Bagon appears in them.
Daily Pokemon In The Trophy Garden
Plusle can be found as a special Daily Pokemon in the Trophy Garden in the Pokemon Mansion on Route 212 after obtaining the National Pokedex.
The Daily Pokemon which appears in the garden is selected randomly from an available set, so talk to Mr. Backlot in the east room of the mansion to confirm which Pokemon will be available to catch that day.
