Where Do I Get The Hm Surf On Pokemon Emerald
You get the HM surf on Pokemon Emerald by beating the Gym Leader in Petalburg City. After defeating the Gym Leader, visit Wallys House, where Wallys family gives you HM-03, Surf.
To get the HM Surf on Pokemon Emerald. you need to complete the Petalburg City Gym. Fortunately, the Petalburg City Gym isnt very difficult. While some gyms require puzzle solving, this one only requires defeating the various Pokemon Trainers and then the Gym Leader. There are seven trainers to fight, including the Gym Leader. All of the trainers in the gym use normal-type Pokemon, so using fighting-type Pokemon should make finishing the gym battles quite easy.
However, the challenge here is that each of the rooms has a trainer that specializes in a certain attack. They are each labeled as follows: One-Hit KO Room, Accuracy Room, Attack Room, Defense Room, Speed Room, and Recovery Room. Be prepared to counter these specialties.
Once you have defeated all of the trainers in the gym, you encounter Gym Leader Norman. Norman has four Pokemon: a level 27 Spinda, a level 27 Slakoth, a level 29 Linoone, and a level 31 Slaking. Again, all of these are normal-type Pokemon that are weak compared to the fighting-type.
After defeating Norman, you earn the Balance Badge and TM-42, Facade. Once you complete the gym, you can visit Wallys house, located just to the left of the gym. Here, Wallys family gives you HM-03, Surf.

You’ll need the HM Strength. It can be found with Riley in Iron Island.
Beat the 6th Gym Leader in Canalave City, then help Riley out of Iron Island. On your way you should find the HM Strength. It is a Normal Type attack, and when taught to a Pokemon in your party, you will be able to push boulders if you have that Pokemon in your party. Sorry, but I can’t remember the way through Iron Island, as it has nearly been a year since I have last made it through the cave. I also cannot remember the Pokemon the 6th Gym Leader has, so I cannot help you with that. I do not remember where the HM is in Iron Island. It can be taught to these Pokemon and a few more that I don’t know:Gyrados

To get rotom in platinum you must do two things. First you must beat the Eterna City gym and get cut from Cynthia. Pokémon Platinum has many Hidden Machines that are used to teach Pokémon moves that they may not learn through leveling up. One of the hardest to find is HM03 Surf, a move that is ideal for water-type Pokémon.
In short, HM03 Surf is found in Celestic Town after the player defeats the Galactic boss, Cyrus. Cynthias grandmother will give it to the player inside the ruins.

ThePokémon Databaseexplains that Surf has a base damage of 95 in generations one to five. It will do double damage if your opponent is underwater using Dive at the time.
A perk of Surf is the fact that it can hit both opponents during double battles. In Pokémon Sun and Moon, Pokémon holding Waterium Z transform their Surf to Hydro Boost. This upgraded move has a base damage of 175.

As you make your way through the Sinnoh region in Pokemon Platinum, you will often find your route blocked by one obstacle or another. Rotom In Pokemon Sword & Shield
Players can find Rotom in the wild area. The player will need the bike upgrade that allows the bike to cross bodies of water. Rotom will spawn in the Lake of Outrage part of the wild area but only during thunderstorms. Players can change the date on their Nintendo Switch to change the weather. Even with the thunderstorms, players only have a 2% chance for it to spawn. Once it does, it will zip around the area at high speeds. When battling it, it will be level 60 so be ready with a strong Pokemon. After catching it, players can change their forms by heading over to Wyndon. Go inside the house with the orange roof and a man with a bike helmet will give the player the Rotom Catalog. This item can use this item to change Rotoms forms.
Rotom was fortunate enough to be one of the older Pokemon to appear in the base Pokemon Sword & Shield. Over 400 Pokemon were cut from the Galar region to save time and resources on the development. Although, the Pokemon Sword & Shield expansion pass is planning to release over 200 older Pokemon for fans to capture. The Isle of Armor, the first part of the expansion pass, has released with over 100 older Pokemon like Emolga and Zorua. The Crown Tundra is scheduled to release later this Fall with plenty of new and old Pokemon as well as a new wild area to explore. Hopefully, players can find a Rotom of their own if the Pokemon Company finally decides to create a Pokemon Diamond & Pearl remake.
